The Pennyrile Resource, Conservation and Development District will partner with Hopkinsville Water Environment Authority to host what is possibly the first Water Festival in Kentucky.  Event organizer Charles Turner talks about the water festival, why it is being held, how it began and what they hope people will learn during the event Saturday, May 11.
